A Management Plan
The current water management practices at Deep Creek Lake are regulated by the Maryland Department of the Environment (MDE) under State Water Appropriation Permit No. GA1992S009 (8). This permit does not specifically acknowledge land owners around the lake as “users of the waters,” or stakeholders, and as such these people have no say in how lake water level issues are managed. There is no mention that the lake is for recreational use. The permit does specify that the use of lake water for white water activities are specified as recreational use.
We have become to believe that all Deep Crake Lake issues should be managed by a single administrative entity that has all of the powers required to make a decision on any issue affecting Deep Creek Lake. Here we want to explore what it takes to institute such and administrative entity.
